The magic file affects mount? IIRC, /proc/filesystems and /etc/filesystems.

I can see what are you saying, and of course, it is reasonable. But, if
we use that rule perfectly, the cleaner would become the whole volume or
at least more blocks.

E.g. why do we care only reiserfs? In the same reason, we would want to
clear blocks on any offset which is using storage? E.g. ntfs would use
the middle of volume. Ugh.
